APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect the following:
1. He was awarded the following Air Force awards and medals:
a. Air Force Outstanding Unit Award with three oak leaf clusters (AFOUA w/3BOLC).
b. Air Force Combat Readiness Medal (AFCRM).
c. Southwest Asia Service Medal with one Bronze Star (SWASM w/1BSS) (Administratively resolved).
d. Kuwait Liberation Medal-Kuwait (KLM-K) (Administratively resolved).
e. Korean Defense Service Medal (KDSM) (Administratively resolved).
2. He was credited with a total of 1 year, 4 months, 15 days of foreign service (Administratively resolved).
APPLICANT CONTENDS THAT:
Due to clerical errors, his military personnel record does not accurately reflect his Air Force medals and ribbons he should have been awarded during his active duty service.
The applicants complete submission, with attachments, is at Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 21 Feb 86.
On 1 Jun 92, the applicant was furnished an honorable discharge, and was credited with 6 years, 3 months, and 11 days of active service, including 1 year, 3 months, and 10 days of foreign service.
On 2 Dec 14, AFPC/DPAPP provided the applicant a boots on ground letter recognizing his foreign service time in the Republic of Korea, and Saudi Arabia, for a combined foreign service of 1 year, 4 months, and 26 days. They advised the applicant his DD Form 214 would be corrected accordingly and that he would receive a corrected copy.
The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of an error or an injustice regarding the applicant receiving the AFOUA w/3BOLC and award of the AFCRM. The AFOUA is awarded by the Secretary of the Air force to units that have distinguished themselves by exceptionally meritorious service or outstanding achievement that clearly sets the unit above and apart from similar units. AFPC/DPSID was able to verify the applicant was awarded the initial award of the AFOUA for his service with the 8th Security Police Squadron between 24 Oct 87 and 5 Apr 89. However, they were unable to verify any other units the applicant served with were awarded the AFOUA while the applicant was assigned to the unit. The AFCRM is awarded for periods of qualifying service in combat or mission ready status for direct weapons system employment. Individuals must have completed basic and initial training, and be formally certified as combat and mission ready in the command or unit operational combat mission. Additionally, the individual must have completed 24 months of sustained combat or mission readiness with no more than a 120-calendar day break. There is no official documentation in the applicants records verifying he met the requirements for award of the AFCRM. Notwithstanding the above, they were able to determine the applicants entitlement to the SWASM w/1BSS, KDSM, KLM-K and his records will be corrected administratively upon final board decision.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 25 Feb 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice with respect to the applicants request for the Air Force Outstanding Unit Award, with three bronze oak leaf clusters, and the Air Force Combat Readiness Medal. We took notice of the applicants complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. We note the Air Force OPRs have verified the applicants entitlement to the Southwest Asia Service Medal with one Bronze Star, Kuwait Liberation Medal-Kuwait, Korean Defense Service Medal, and credit for 1 year, 4 months, and 15 days of foreign service and will correct his records administratively. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting any relief beyond that rendered administratively.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
